In order to conquer Oz, Queen Ann Soforth of Oogaboo, a tiny monarchy cut off from the rest of Winkie Country in Oz, decides to build an army. The Army of Oogaboo eventually consists of seventeen men—sixteen officers and one private—and they march away from their valley. Queen Ann and her army leave Oz and march into a low-lying, foggy nation thanks to Glinda the Good, the land of Oz's protector, who uses magic to reroute the way through the mountains.



A year older than Dorothy Gale, Betsy Bobbin, and her devoted mule Hank had washed up on the coast after a storm. When they arrive in the Rose Kingdom's domain, a sizable greenhouse, the roses inform them that outsiders are not welcome. The Shaggy Man crashes through the greenhouse's ceiling just as the Royal Gardener, who appears to be the only human permitted in this floral country, is about to sentence Betsy and Hank. He then uses his Love Magnet to sway the Gardener into sparing all of their lives. The tourists are forced to leave by the flowers, which are unaffected by the magnet since they lack hearts, and they take the recently plucked Rose Princess Ozga, a relative of Ozma, the ruler of Oz, with them.

The Shaggy Man claims that Ozma used the Magic Belt to send him here in order to help him find his brother, who went underground in Colorado and vanished. He assumed that the Nome King, who presided over the Nome Kingdom underground, had taken him prisoner. Tik-Tok is rescued from the well where the Nome King had thrown him after they cross paths with Polychrome the Rainbow's Daughter. When Tik-Tok is ready, he joins Betsy, Hank, the Shaggy Man, Ozga, and Polychrome on their impromptu encounter with Queen Ann and her troops.



The solitary private in this army of generals, colonels, and majors, Private Files, refuses to bind the innocent girls as Queen Ann demands in a fit of wrath. He immediately gives his commission notice. When Queen Ann finds out about the riches in the Nome King's underground kingdom, she becomes more composed and accepts Tik-services Tok's as her new personal.

The Nome King is horrified to see this company approaching his underground kingdom (after recovering from having consumed the Water of Oblivion in The Emerald City of Oz). The Nome King wants to dissuade them because no one can be killed in Oz, so he first transports them through the Rubber Country before dumping them through the Hollow Tube, a passageway that leads to the opposite side of the planet.
